Both theme decks are back in the store. The 3-pack blisters (650 tokens) have been replaced with shitty 4 pack boxes (950 tokens) mimicking the new Primal Groudon/Kyogre boxes available in various stores.

Pretty much in that order. Ocean's Core is also decent if you focus on charging up Kyogre/Walrein/AT Whiscash. DragonSpeed is also decent. Any deck that's older than the Froakie/Fennekin/Chespin starter decks cannot be found in the in-client shop and must be redeemed from a code card.

Your old cards aren't worth shit don't ask. To learn what your digital cards are worth, look for the Top Cut thread on the PTCGO forums in the trading section. Your pack codes are worth about 25-30 cents while other codes (deck/tin//box//ETB/League/Dragon Vault/Double Crisis) are worth around a dollar or two.
