Put up a shitmon for a legendary, and after a day or two, it'll be completed. Usually it's by somebody with random IVs, a shit nature, no EVs, shiny, four STAB moves and holding a master ball, but sometimes it's competitively viable.
The bigger problem is why they actually want legendaries. Sure, they could do okay in unranked WiFi, or use them against friends, but chances are they think it actually matters whether you use a level 60 starter or a level 100 Arceus to beat the Elite Four.
