They aren't. They SEEM underpowered because they were released right before the generation of mega evolution and fairy-types. It's pretty much the same thing that happened with Mewtwo in GSC. Just wait for the Gen 5 remakes and they'll probably get stronger than the primals and Mega Ray.

For something with fucking 700BST, can hold an item, decent ability and alright stat distribution it's quite terrible. Mainly because of movepool and typing but still quite terrible.

Nah. He'll still have trouble switching in on physical attackers and his speed will keep him manageable. He'd probably become the best wallbreaker in the tier, though, I Banded Icicle Crash does like 70% to physically defensive Ferrothorn
