There are some very small and flexible NFC chips, but I don't know what else is in an amiibo to account for their memory, whatever training and experience they're capable of, and I don't know how miniaturized those technologies are or aren't. plus, all of it has to be incorporated into the card printing, not just sandwiched between the cardboard, lest they be noticeably thicker cards. It might not actually be impossible now or in the near future, but it would take some serious considerations in production, it's not something they can just shit out. Molded plastic and existing printing methods, on the other hand, are cheap and easy.
