Unless you dropped his base speed by 4 points so that he is outsped by jolly excadrill, and even then, excadrill would have to rely on iron head flinches to beat Lando while breaking through with 1 eq would mean a dead mole
If you dropped it by 6 points so that it was base 85, it would by outsped by timid max investment rotom, and assuming scarf, that would likely mean Scarf-trick 252 spA 252 spe rotom-w would see a rise in usage as a possible lando check, but bulky rotom-w already threatens lando well enough with out outspeeding
As I said before, the 1 base speed drop would let 0 investment neutral nature Landorus-T hit 216 speed, which would mean jolly 252 Azumarill would suddenly become a check to defensive landorus variants, but the fact that jolly azu is so inferior to belly drum and the fact that belly drum jet is good enough reason not to use Lando to check non-choice locked azumarill wouldn't really change the meta
