Almost every big dragon that runs Dragon Claw runs Outrage alongside it as well. Might as use Dual Chop for the extra utility. Prevents you from being screwed over from Focus Sash. I can't tell you how many games alone I've won just because I can hit through a Gengar or Keldeo's sub with Dual Chop. Use it over Dragon Claw if you have Outrage. If not just stick with Dclaw unless your team happens to be super hard countered by said sub using Pokemon.
