Yes.
Not necessarily certain "people," but good moderation involves being able to judge when the rules are inadequate for dealing with a situation or to be able to arbitrate when they conflict. It's about being able to understand the spirit of the board beyond merely the letter of the rules.
It's why we have human mods and janitors, instead of a bot that auto deletes posts or prevents certain phrases from being posted.
