Murkrow and Honchkrow's hats and tailfeathers are just one thing that tie them together and aren't the only thing. If you showed a random person a picture of Murkrow and Honchkrow, they'd probably say they were related somehow (both crows, hats, bushy tailfeathers). Show a random person Dunsparce and Gligar, and I doubt the connections wouldn't come as easily.
The fangs are obviously a part of Gligar's actual mouth, but for Dunsparce those little fangs are just bumps on its underside. The stinger tails are also very differently. Now, if you colored Dunsparce purple or blue, gave it Gligar's eyes and little batlike wings instead, THEN it would look much more like Gligar. I've heard plenty of "clearly this Pokemon was meant to evolve into this Pokemon" stuff from fans (Caterpie and Venomoth, Venonat and Butterfree, Cubone and Kanghaskan), but this is the first time I've ever heard of Dunsparse and Gligar. I think the faint similarities are just coincidences.
