literally won't be anywhere near as good as Heatran. Fire/water is piss poor defensively, being weak to electric/rock/ground, three very common offensive typings (which include pebbles and volt turn). It only has give resistances too, compared to Heatran's nine, five of which are huge x4 resists, including a x4 fairy resist which is amazing in the current meta.
Offensively it's not much better off, as they both hit seven types effectively with their STABs with Volcanion's two resisted by the ever common dragon type. Coverage, sure, but it'd be super easy to come into a choice locked Volcanion.
It's best set would probably be bulky assvest, it's too slow for anything else and being choice locked doesn't loo too good. It'll be OU at the start out of sheer popularity, but soon enough it'll drop to UU (maybe BL, but not quite OU).
