Baby forms to make (relatively) powerful Pokemon available early on.
This is achieved somewhat in Crystal (Odd Egg) and B2W2 (Riolu, Elekid, Magby) and XY (Riolu - made obselete by the gift Lucario).
Pokemon that fit this but are yet to be made available early are Munchlax and Smoochum. Possibly Happiny.
Then there's cute for cute's sake - useless dex fillers like Pichu, Igglybuff, Cleffa and Azurill. All these lines would be fine without them.
Lastly, some just add to a line. Tyrogue does this the best, linking two previously unrelated Pokemon, while Wynaut (and Encore), Budew, Mime Jr. and Mantyke are perfectly acceptable first stagers for their lines. Togepi goes here because that's all it really does, Togetic is pretty bad in game and Kiss is often pretty hard to obtain.
Lastly are Chingling and Bonsly, which should just straight up not exist.
Chimecho and Sudowoodo both have low BSTs (425 and 410; barely higher than regional bugs). Sure, their lines could have been expanded on, but Game Freak went in the wrong direction: evolutions would have been perfect (and Gen IV was the right time to do it). Babies would be fine if they evolved as well (think Budew and Roserade). And we're yet to see Chingling and Bonsly at a point in the game where their terribleness and the terribleness of their evolutions is justified. They should really be on the first three routes or so.
