BTW I think Skyrim's combat is pretty shit without mods, but you're not really proving anything by breaking gameplay down into its basic elements. Even in vanilla you can only charge in head first if you're playing on the lowest difficulty.
If you want to get into the problem with Skyrim's combat, the most obvious flaws are things like the fact that enemy AI is terrible- they run straight for you with little strategy, enemy mages and archers don't take cover from you, they rarely parry or block your attack properly, they don't shield bash you, none of them have potions etc. Actually, aside from the potion thing Pokemon's AI actually has pretty much these same problems.
