Pretty much if you use something like outrage on a Pokemon that just has 10 hp,all that extra damage goes into a stat boost for the Pokemon holding this item

Holder's Def is 1.5x, but it can only use damaging moves.

Does anyone have a certain special attacker (or physical) in mind with high HP but low Def?

The gooey dragon immediately jumps to mind. Raikou would be able to tank hits from both sides with one.
You could give one to Giratina and watch it wall Groudon all day. You could have a few laughs giving one to Palkia too, even though Palkia and Giratina are sorta crappy right now.
Machamp already works okay with Assault Vest, this might be a little better for him since it means you can tank flying moves a little better.
Snorlax users would love this item, if it comes in a size that would fit.
