Because most of the stuff that is allowed would get you fired or judged just as harshly by whomever found you out as actual lewds. Hell, even just being on 4chan when you're supposed to be doing other shit is bad enough.
Now, if the mentality is to prevent the boards from being inundated with porn and drowning out all other discussion, that I could understand.
