That is how Pokemon has always been and will forever be. Even if they released Pokemon World, and it's the last 'real game' they'll still, for as long as there's a Nintendo (Game Freak would be nice but not needed) there will be ret-conned, re-remade remakes of Red, Blue, and possibly Yellow.
20th Anniversary is going to be Yellow and X2/Y2.
End of this month will prove that.
