Electric-types outside of Pikachu generally get the shaft, and receive little recognition imo.
not to mention that there's generall only a couple of new elec types each gen.
Pichu and Raichu don't get much love because Pikachu is the star, Pichu got lots of support in Gen 2, but thats because it was the "pika-clone" like emonga and the fairy-thing now.
in regards to fanart, Pichu is hard to get right, the proportions in relation to the shape of it's head are far more complex than it seems.
I should go dig up some of my old pichu art just to post and contribute.
