So... does the new 3DS actually handle 3D on X/Y OR/AS well without lagging or nah? Should I invest in this or should I just stick with my old 3DS? What are some pros and cons?

No, it only fixes frame rates and shadows/ graphical shit on MH4 so far.

The Gen 6 engine wasn't optimized with the new 3ds in mind so it can't take advantage of the better cpu.

It's worth an investment if you like monster hunter though.

I don't own one but it's more likely that all pre-N3DS games run at basic 3DS clock speed in order to not potentially cause glitches in established and tested software designed for the earlier system
