Friend of mine said the reason why pokemon like Nidoking, Rhydon, and Tauros can use surf is because their move setsexisted in development before traversable bodies of water did. Is this true?

they can use surf because GF just felt like giving them surf. You can't use that excuse for Pokemon like Aggron, Haxorus, etc anyway

Knowing how buggy Gen 1 was I wouldn't be surprised if it was because of a coding error but they decided to just keep running with it.
