There are some designs that are made to remain fun or silly the whole time like Ludicolo, but there's usually a thematic reason for it (pink blobs are happy, dancing, etc.) but in general pokemon should get more threatening.
Imagine if Cloyster had a tongue. It'd be dumb.
Secondly, considering what it's based on, it makes no sense for it to be goofy in the first place and the darker appeal fits it better. Gliscor only looks silly because it's another weird johtomon.
