You now realize that Game Freak itself only allowed Legendary Pokémon in Crystal's Battle Tower from lv70 up. And you could only enter lv50-100 after entering the Hall of Fame.

Starting in Ruby/Sapphire, Game Freak banned them altogether.

It might work if implemented well.
Now, the problem with those "complex un-bans" is; if you allow that, why don't you allow every single pokemon in every single tier with some set limitations?

And at this point, every tier's ban list becomes an enormous clusterfuck.

Pick any pokemon in the entire dex other than Mega Ray Fug.

I bet there's a viable mewtwo set that can 1v1 it.
