Gen 6 introduced some of the most bizarre and situational moves and abilities the series has ever seen. Like, a move that damages a Pokemon that uses a fire-type move? What is that?

Those first two are just retooled Splashes with different cosmetics and Hold Back is just False Swipe with a different name. Agreed on the others.

what about freeze-dry, its like a thunderbolt to gyarados, also ludicolo, quagsire, wishcash, gastrodon, seismitoad, kingdra and palkia are 4x weak

The only pokemon that can learn Freeze Dry is Articuno, Glalie, Vanilluxe, Cryogonal, Aurorus, Lapras, Delibird and the Mamoswine line.

It shouldn't be hard to tell why Freeze Dry is rarely used.
