Most of it's most usable moves, like sucker punch and shadow claw, have a low base power before applying weakness and resistance. Despite having an INSANELY high attack stat, it just doesn't have the damage output. (As opposed to anything that gets a move with 100+ base power STAB)
A move's BP can have a much bigger influence over a pokemon's damage output than the pokemon's actual attack stat.
For example
>0- Atk Life Orb Lucario Close Combat vs. 0 HP / 0 Def Blaziken: 220-259 (73 - 86%) -- guaranteed 2HKOand >252 SpA Life Orb Lucario Aura Sphere vs. 0 HP / 0 SpD Blaziken: 208-247 (69.1 - 82%) -- guaranteed 2HKO
(I know it's not the greatest example cause of the match up, but I needed a target with the same Def/SpD and blaziken was the first to come to mind.)
Despite having a negative attack nature, and 0 ev investment, while also having full SpA investment. Close Combat did MORE damage to a neutral target than Aura Sphere because the BASE POWER is so much higher.
That was 6 iv timid. It's attack was 230 and it's spa was 329. Almost a 100 difference in the seperate attacking stats, and close combat still did more.
It takes more than just having high stats to deal high amounts of damage. If your moves have sub-par base power, then you're going to deal sub-par damage.
I.E. an attack stat of 400 dealing out 60 base power does the same damage as and attack stat of 200 dealing 120 Base power.
