Why is Giovanni such a pushover in the games? He is supposed to be the strongest gym leader AND the boss of Team Rocket. Going into Viridians gym should be shocking twist and then...

To make it even worse Giovanni decides to disband Team Rocket.

His team was mostly Ground type and Gen1 mostly paired it with Rock type, take your conclusions, while it can tank Earthquake Grass and Water and neutral special hits also destroy his team always because of its avrage sp.def.

If any of the games he was present in would have been made in Gen5 or Gen6 he would owned a Gastrodon, Excadrill and Mamoswine since at least thr second rematch. While personaly I'd pefer to see him with at least Rhyperior, Persian, Nidoking, M-Kangaskhan, Nidoqueen (and a Persian substitute and a 6th filler in the rematch between Hippowdon, Excadrill, Gliscor, Gastrodon and Mamoswine).
