Because Fairy is a special type reserved for 2 legendaries introduced in the same generation the type was introduced. And it does make sense that a legendary's type would be set to stone after it was introduced since they tend to be rare beings with lots of lore that describes some characteristics of their given typing.

Because it time travels duh. Psychic has allways been associated with dimensional manipulation. Fairies are supernatural beings of light, magic, or nature. Celebi is an animated plant that can manipulate time. Which makes it Psychic/Grass.

Nothing about Celebi's lore really would be change if it became Fairy. Changing Celebi's typing is no bigger retcon than Marill's. It's not only because it is cute, but one of the Pokemon most similar to an actual fairy as well.

I mean I think the introduction of Fairy was unnecessary, but when it first happened at least retype the Pokemon it makes sense for.

They should have been Psychic/Fairy, Grass/Fairy, Steel/Fairy, and so on.

Would have made the whole new typing more exciting, plus it would have made those Pokemon stronger. Which they should be, since they're generally a pain in the ass to collect. Speaking of, they could have built hype by having special events for each one throughout the year.

Jirachi is OU by usage and A- in the viability rankings. Its in a better situation than Metagross, who needed nearly broken mega to be viable. Jirachi is fine.
