If you really want to switch things up, make them both split evos of each other from Pichu, add a new item that transforms Raichu into Pikachu the same way Thunderstone does the opposite, and retcon their BSTs to be the same, only with different distributions. Also nerf Light Ball and make it accessible for Raichu as well.
