In order to use your ideas, they'd have to have their lawyers have you sign a contract surrendering the IP to them, and they don't want to bother with the hassle and expense (paying the lawyers, possibly paying you for the IP, dealing with any possible lawsuit you might bring up) when they can just do it in-house. If you want your Pokemon ideas in-game, the better option would be to get a job at Nintendo/GF and work your way onto the design team.
