As far as moves go, I think scald is maybe a bit high on base power considering its effect can cripple opponents, but IMO knock off is far more OP.
Knock off always removes the item, gets something like 95 base power with an item present, and is usually used by attacking behemoths like Bisharp and Landorus. They might die in 2 or 3 turns (doubles), but KO'ing something weak to it and removing leftovers and a berry or choice item can be enough to secure a win.
Burn is slightly different in that it can be worked around if the mon or a teammate has recovery, and can be cured if the team has a cleric; it may also be inconsequential if it's picked up at full health and the mon has an attack boost or two already, or it is a frail special attacker likely to die within a couple of turns.
