The reason Delta Species exist is because Dark and Steel were shitty types in the TCG thanks to the whole "only 4 energy allowed in a deck" mechanic. The makers of the game finally figured out a good way to implement Dark types by making all of the Aqua/magma Pokemon half-Dark type, so the limited energy wasn't as big of an issue.

The Delta Species were basically just an excuse to do the same thing for Steel-types, which is why so damn many of them are part Steel.
