Is a special attacking Togekiss viable? It could work, most normals(it was one until Gen VI) have a TM movepool of the gods and it still has some good ones from level up-

>Shadow Ball
>Flamethrower
>Dazzling Gleam
>Hyper Voice
>Air Slash

Also, Nasty Plot. It could work.
