I meant the concept. Heatran is a Legendary Pokemon for volcanoes, isn't it? Groudon is the lord of the earth itself and Primal Groudon gains Fire as a type. Even before that Groudon could learn some Fire-type moves including Eruption and in Emerald he was even sleeping underground in a volcano near Mt. Chimney.

When Heatran was introduced they had completely different typings, abilities, movepools and thus served very different roles. Also, Heatran can only get Eruption through an obscure event that forces it to have Quiet Nature.

The monkeys should be alternate formes
Nidorans to a lesser extent, they could have been merged after gen 4's gender differences (joke of a) mechanic or maybe even at gen 2. Then they'd split off into nidorino or nidorina.

Groudon already fills Heatran's role as a Legendary Pokemon of volcanoes even before its lore was expanded years later. Groudon is even fought every single time casually in lava or standing in it before being battled.
