What if levitate mons could have an hidden ability ?
It would be so annoying not knowing if you could or not hit someone with a ground move because you can't know if it has levitate or something else.

In fact there's no real reason for Pokémon to not have two or three of their abilities at once. I think the only broken combos are Excadrill and Bibarel.

It would be pretty cool if some Pokémon could gain 'effects' besides their standard abilities. That way any Pokémon that is obviously off the ground could be given a levitating effect instead of being susceptible to Ground moves, which logically shouldn't hit it regardless.

I didn't actually realise how useful Levitate was for Gengar until I started using M-Gengar in VGC
Shadow Tag is obviously better, but being killed by even non-STAB Earthquakes with spread damage reduction is shit.

Flygon honestly should've just been Ground/Flying with a bunch of Dragon and Bug moves available so it could have decent abilities. It hardly fits the Dragon archtype.

Another consequence of forsaking its true Bug type self. If Flygon had gone down the Ground/Bug route, it would have kept those abilities like all the other flying bugs that never get Levitate.

Quiver Dance is for moths, butterflies, and plant waifus. Neither Flygon, nor Gardevoir, nor Hydreigon, nor any other already strong Pokemon is going to get it.

Tinted Lens could work though. It literally has tinted lens, and they're even the right rosy color.

Levitate should be a state, like gender and weight. Grounded is already a natural state, so should Levitation (which Telepathy imbues without a type change as well).
Make certain Ground moves not able hit levitating and Flying mons, Earthquake and Bulldoze and such. Now Earthquake won't be a win-button in many cases and mons like Beedrill and Lunatone won't be quake-bait and have better abilities.

And Zygarde will have its uses. But Flygon can remain a grounded dragon and still carve its own niche, no need to swap types.
Give it more Special Attack and it's already a unique propisition. Its special movepool far outclasses its physical one. Ir give it more bulk and it becomes one of the best defoggers in the game. Many options. But needlessly neuter it by giving it terrible stab and terrible weaknesses? Nah.
