"No jaywalking" doesn't mean "no jaywalking", it means "don't put yourself into dangerous situations by crossing the street with a green light". That's why it's totally acceptable to jaywalk when there are no cars. You're not breaking the rule if you respect the reason behind the rule.
That's why I'm allowed to catch pokemon, because the reason behind the "no catching pokemon" rule is NOT TO USE THEM and as long as I respect the reason behind the rule I'm clean.
