Which, ORAS isn't that. The only one you need at all times is Surf. Rock Smash you only need to get to Lavaridge and to get through some caves so you can just pick up and drop off a slave when you're travelling, Dive and Waterfall you only need 1-2 times in the game, Flash and Fly have never been needed, and I don't remember ever needing Cut.
As much as I'm not a fan of ORAS, I think they struck a good balance on how much HMs are needed. Other than Surf they're all very situational and you can travel to large chunks of the region without a slave.
Now, when we get to DPPt remakes (I don't want them because of how ORAS turned out but you know they'll happen), they're going to have a hard time with how much HMs will be needed there because that place is fucking impossible to travel through without a slave.
