Maybe. It has a unique effect code (370). No effect would be something like 0. But other than that, doesn't do shit, unless it has a hidden effect like boosting a Pokemon's happiness.

It's an attack like Celebrate. Both attacks have only one point and purpose: To look cute.

However in tournaments many players use these attacks as a way to do nothing in a turn. Because their animations are rather lengthy compared to most other attacks, they can legally run the timer down by spamming them.

I got into a double battle with my Togepi and my event Vivillion, used Hold Hands twice, and the happiness level for Togepi didn't change at all.

Hold Hands is there to be cute, nothing more.
