They weren't thinking in Gen 2. Gen 2 has so many boring shitmons it's not even funny. handful of good ones, some mediocre ones, but a ton of crappy ones like Magcargo.

Ability: Weak Armor
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
- Shell Smash
- Hidden Power [Grass]
- Ancient Power
- Flamethrower / Fire Blast

>People from Smogon actually removed this set from their site after introducing new Pokedex

Your best bet for Magcargo is using it as a lead. Flame Body is amazing for hatching those 5 eggs faster.

Also Magcargo outspeeds Latios when they are both on 50 levels (180 vs 178).
