How bad is Braviary? It seems too slow and frail (what the fuck, 80 speed on an eagle) and doesn't get many interesting moves, nor a good typing. Looks like a slightly better Fearow.

It's not great, but it has good abilities and a great movepool for a Normal/Flying type. Would benefit from a strong physical Flying move with a secondary effect to abuse Sheer Force with, but there's no such thing unfortunately.

It at least has bulk to take some hits, but really needs tailwind support because 80 speed isn't fast enough.
Also needs a way to get moves since it is a male only species.

Well there is Sky Attack. Sheer Force negates the move's flinch chance. The problem is that you need to either run a Power Herb or wait for 2 turns if you want to run it with a Life Orb.
