Pikachu is both cute and cool, that's the thing.

It appeals to everyone, that's why it's the perfect mascot.

Cool Pokemon only appeal to boys, Pikachu appeals to both genders.

"Cool" Pokemon aren't as marketable. It's easy to sell merchanise of Piplup and Oshawott, but it's a lot harder to sell merch of Empoleon and Samurott, which is why they remained unevolved.

The only thing Pikachu even really has going for him nowadays is the anime. The actual games give Lucario and Charizard more attention than him.

I hadn't thought of eevee but it really would be the best choice. It's an "original" from gen 1, small and cute enough to slap onto things, fairly simplistic design that can be applied to stuff and stylized easily, and is focused on evolution and types, core parts of Pokemon.

Some ideas
Purrloin
+Can be cute or cool/badass
+Easy to recognize
-A lot of people fucking hate cats

Dragonair
+Cool enough that boys could like it
+Anime wings on its head appeals to girls
+Has a majestic vibe
-Mid grade evolution, will be overshadowed by Dragonite.

Xerneas
+Majestic, pastel color palette appeals to girls while does not actively assault boy senses
+Very powerful and easy to make the game revolve around it. This gives it a lot of cool points.
+Legendary and special, so Mary-Sue status comes more naturally
-Part of a pair, so the other side (Yveltal fans) will be eternally butthurt that their one gets less attention.
-It's supposed to be rare, so making it common enough to be everywhere would fuck with its lore.

Victini
+Cuter than Xerneas and almost as powerful. Actually, its one of the cutest fucking things in the series. Slightly more badass potential than Xerneas too.
-See Xerneas minuses, but without the Yveltal butthurt.

Aron
+Cute but still has badass potential
-Being made of metal makes it hard for girls to cuddle.

Noibat
+Cute, has badass potential
-Vampires and shit made people afraid of bats.
-Bats smell bad.

Drilbur
+small and cute
+Evolves into a hardcore drill mole
-not sure if it really has the recognition factor or iconic look mascots need.

I would probably say Teddiursa, Chespin, Marill, Bulbasaur, Phanpy, Shaymin, and Eevee are all good contenders.

When it comes to Pokemon who could do Lucario's "cool guy" schtick, you have Heracross, Scizor, Absol, Gallade, Bisharp, Greninja, and Blaziken work great.
