Why were special moves nerfed this Gen? Will non-Gengar and non-Legendaries special attackers have a relief?

Rotom is good

None of those are Gengar or Legendaries

The only reason special attackers aren't usually sweepers is because there are little to no special attack and speed boosting moves, and if they do exist, they have bad distribution.

There are number of ways to stop physical attackers. The most obvious being burn. Another one is using Pokemon with Intimidate. Confuse and Foul Play work better against physical attackers.
