Not necessarilly. "It" would probably be prevalent, with the occasional she, or he though it would probably be less common, just like for every other pokémon.

It's not any more feminine than dragonair or flygon, and a lot less than altaria.

If it was a gen 5 reveal, it wouldn't have happened because the board was just different back then. It would've probably been something else. Probably a Barney reference or something. It wasn't until later that gendering everything became the go-to bait.
