And I'm not sure but you probably couldn't post it on any mainstream ROMhack sites. I don't know about Pokécommunity's policy on that, but I follow the DOOM modding scene, and if you steal a mod and edit it without permission, even if you give credit, if the person who made the original mod complains to an admin they can ban your mod from being hosted. (Not to say you aren't allowed to add to someone else's mod; you can make new mods to host on top of the old ones that change how the old ones work, but you can't directly edit the old one).
People put out tools and resources all the time for anyone to use, and you can always ask someone if you can use something in their hack, but if you just steal their hack without permission and they take offense to it you're going to become pretty infamous (again just going off my experiences with other modding communities like DOOM's, I haven't personally seen plagiarism within the Pokémon hack community so there's a chance they handle it differently).
