At first glance it's obviously intended to equip on pokemon with a drawback ability, right? But then it's also really good on support pokemon that want to use it to cripple the opponent. In fact, on some level it's actually better at crippling. But then at some point it loops around and it's actually arguably better to run the drawback mons with an item other than the drawback negating item because they can still function competitively without it and then in the event that the opponent does use a trick mon they can have it as a possible switch in to the switcharoo where they could kick right into overdrive if the opponent allowed that to happen. So the drawback mon almost become counters to the item rather than direct beneficiaries.
tl;dr it would be backwards and retarded.
