But that wouldn't make sense in the timeline since Gen 1 takes places 3 years before Gen 4, and if Dawn is around 11 in DPP she would've been about 8 or so then when Lasses are all supposed to be around 13 or 14 years old.

Other way around. There were a bunch of Japanese magazines that reported the skateboard feature before it was scrapped. The guy writing the manga had to start writing before the games were released, so he wasn't aware it had been cut.
