I wouldn't buy a PS vita just for pokemon (I didn't even buy a 3DS just for pokemon), but the Vita happens to have other games that I'm interesting in playing, and adding pokemon to that list would make that list bigger, and the bigger it gets, the most likely I am to buy it.

It would not worth it. I got my 3DS more for the promise of Nintendo 1st parties at the moment (December 2011), and lots of good titles came after.
I obviously enjoyed Pokemon fad at late 2013, but there are other games that caught my interest later (and became fad too), like Bravely Default.

I make it a requirement that a system must have at least five games announced for localization or actually out that are significantly different to each other to warrant a purchase.
If it lacks that much then there's no reason to buy one.

No one uses the full power of the vita, instead they opt for ports of older games and simple weeb and indie games.

okay I am not very informed about how well coded games for the vita are, what I mean is that I would expect a quantum leap from what they are doing now to what they would do on the ps vita. at least as much of a leap as from gen 4 to 6 on technical aspects

BoI Rebirth drops frames considerably on the vita.
That game most likely doesn't need as much power as Pokemon does unless you're using the basement seed and have gotten to the point where you're only getting breakfast as an item.

Then there are things like borderlands and neptunia of all things that also drop frames considerably.
