I've said it other times, but I actually like GSC/HGSS Kanto a lot. It might be barren, but it gives me a sort of cozy melancholy.
The region is facing a drastic change and a difficult period: shops are closed down because people are trying to find better living opportunities in Johto, the vandalized Underground Path, landslides, the volcano eruption. This is also seems to be reflected in people dialogues or signposts:

I love the feeling of desolation it gives, but I also like how HGSS re-added some features (museum, caves, palpark, etc), infact in my headcanon HGSS is set some months after GSC.
