Everything that had a stab on outrage was pretty much good by default, even things like libegon and haxorus.
outrage-spam was so popular garchomp pretty much got to be the most used pokemon in OU for close to 3 gens.
He almost got banned multiples times and so did salamence.
Heck, some people were asking for an outright outrage ban back in those days.
Another thing to note is that, before fairies were introduced, everything that resisted dragon was either weak to ground or fire, or both, which mmade the outrage/EQ/fire blast or fire fang combo pretty much unconterable.
Oh, also, before fairies were a thing, most of the OU-viable mons that could take an outrage were trapable by zone (forre, skarm, some scizors), which made it ever harder to fight dragons.
