what is the best pokemon to start with that sets traps?

i like klefki but only knows stealth rock

forretress can learn stealth rock, spikes, and toxic spikes, but is toasted by any special fire move

shuckle sets sticky web and stealth rock, but is pretty useless after that

if anyone has better options please share

Ok klefki only gets spikes, no sr.
But to answer your question, shuckle is the best for sticky web and rocks, gavantula for just sticky web, azelf for just rocks, and klefki for just spikes.
Pick your poison, because almost everything else falls short.

Aerodactyl can taunt, sr, and u-turn. Pairing it with base 130 speed and maybe a focus sash almost guarantees you can set up rocks as well as stop the enemy's chance to.

One of Smeargle's biggest roles is setting up traps, as he learns every trap move. I see you've noticed Forretress's fire weakness, but that is nonexistent here! With the chople berry, Smeargle has virtually no weaknesses... on turn one, but it's good since you plan to set up early. He can set up any hazards you want, you can feel free to replace Stealth Rock/Spikes with Toxic Spikes/Sticky Web. To prevent it from being completely useless, it has Knock Off to cripple unsuspecting opponents and a powerful STAB Explosion to go out with a bang. If you wish to conserve Smeargle for later, U-Turn is also an option.

Skarmory may be what you're looking for.
It gets spikes and stealth rock, and can recover health with roost. It's still weak on the special side, but its ability (Sturdy) means that it can survive any attack if it starts at full health. This can be coupled with a custap berry, which means you will nearly always be able to acheive at least 2 layers of hazards before fainting.
Alternately, Deoxys-D or S also have spikes, stealth rocks and recovery, while being either fast or bulky enough to lay several layers.

Why do you have Recover?

You run Superpower / Taunt or Magic Coat / Spikes / Stealth Rock

You need Superpower to anti-lead against Bisharps because it can actually OHKO Deo-D.
