Yes. You just need 8 to challenge the league. You can go for mote badges if you're a show off, however.

It's said in Kanto and in Sinnoh animes that more than 8 gyms exist in each region. Hell it's in the games too, BW2 has 9 operating gyms, you juts don't happen to visit Brycen at his operating gym until after you have beaten the league so you and Brycen don't bother. Each region has who knows how many gyms, but they are allowed more than 8. You only need 8 to challenge the league; it's like scoring 70% on a college paper, yeah you didn't get everything, but you meet the requirements. More than 8 gyms allows the trainers to travel however they want and for every trainer entering the League to not have the same "process" and experience.

as for why it's in the games can you imagine how confusing trying to lead a plot along with cities you don't get led to or have the option to skip existing? You wouldn't know whats right to challenge and if you did the first 8 you'd feel like you were playing easy mode or missing something. The gyms couldn't be leveled properly an the challenge from them would go away quite a bit.

Hey you can challenge the 8 gyms in any order with everything open, but to make sure players are ready and have a good experience by presetting the gyms like is needed all of the gyms or level 30, so just grind till your their and coast through it once you beat 2 or 3.
