His main motivation is that if people keep multiplying and being stupid, eventually resources will become scarce, wars will break out over them, and the world will become a dystopia. Thus he believes that the population needs to be drastically reduced, leaving only a chosen few to have nice lives on a properly managed planet.
An example of this of this resource mismanagement is California. They pissed away most of their water supply on lawns, pools, and water hogging novelty crops while refusing to update their water gathering infrastructure.
Too bad XY handled this so poorly. Lysandre had realistic concerns about the future, and Flare could have easily been one of the best teams.
