Regular: Motor Drive
Wash: Storm Drain
Heat: Flash Fire
Fan: Aerilate
Frost: Snow Warning
Mow: Sap Sipper
How does this change the metagame?

I'm just saying that removing levitate makes sense with some forms, like Fan-Rotom, but others, not so much. In fact you won't see any one using Heat-Rotom for that fact.

You cannot even fix Rotom Fan and only Rotom Frost would be used over its Levitate ability.

Do you perhaps mean it will stay NEU?
Because Round is its best gimmick to abuse and without Hurricane, Air Slash is still the best option for the paraflinch in general.

Ice/Electric with Levitate is actually *decent* defensively. Turning the ground immunity into a weakness suddenly makes the type pretty much shit. Rotom-F would rather keep Levitate and have access to Ice Beam for STAB.

Although I'd change Giga Drain for Energy Ball and Scald for Bubblebeam, you don't want to see a Scald Rotom Wash, don't lie. Remove cancer.

Also more specific Electric Pokemon like Rotom, Zapdos, Raikou, Eelektoss, Magnezone, Pikachu, Electrode should receive Parabolic Charge.

A 100% accurate 130 BP stab ice move is something to be feared.

This, I agree on Wild Charge getting a buff to be on the same Flare Blitz level, also chance to paralyze, and Volt Tackle getting the Head Smash treatment instead, or same hight base power as Head Smash and perfect accuracy, Pikachu and Raichu are not known for being bulky or having high base HP anyway.

Physical Electric Pokemon were also a joke as much as Wild Charge being used as coverage move. Eletric type itself would be still inferior to Flare Blitz thanks to the overall higher attack base and abilities of its abusers. Why wouldn't they buff Wild Charge then?

Scald Rotom-W would combine Hydro Pump and WoW in one slot, leaving it a spare one for something annoying like Toxic or Discharge, turning it into a bulky, annoying af status plataform that it's notoriously hard to OHKO. Scald is one of the most spammable moves in the game, especially considering that most Water Absorbers would not switch on an electric type.

Instead of choosing between Hydro Pump and WoW it would just mindlessly spam Scald, dealing good damage with a 30% chance of burning on top of it. When you use WoW, you deliberately try to burn your opponent, but when you spam Scald for "burn fishing" it's seen as an uncompetitive strategy like paraflinch and double protect which is generally looked down upon.
