I agree with you that he's been forced in marketing in game and outside, but have you ever considered people inside gamefreak just like him?

I don't think there was any thought put into his design that was like "oh if I make him like this we can sell x toys and games", I think we just have a case of the designers or studio in general having a fondness/favoritism for him.
Which is aggravating sure, like final fantasy and lighting, but I don't think it's as manipulative or dark as you guys think.

Otherwise then who designed him just has a case of autistic favoritism.
