1. given what they're actually based on, it makes perfect sense and there's really no other way you could execute it
2. Machoke exists and it's more human than them, having a full body, yet no one bothers to bring it up. Wouldn't it make sense that there would be at least some humanoid legendaries if just regular everyday pokemon can be humanoid?
From a design standpoint, the latis are pretty much literally plane dragons with fur. From that description alone, it should be pretty obvious why they have such a following on the internet
